Shopping for Lingerie on the Floor of the Kansas House
A Hutchinson representative flips through a Victoria's Secret catalog while her fellow legislators deliberate a bill in the Kansas House of Representatives in Topeka. Making legislation probably sounded important and perhaps even interesting to some of these people, but most seemed to hate the idea of sitting through the legislative sessions, and the chamber was rarely populated with more than a few souls. I was a stringer for UPI's capital bureau in Topeka, and it was usually quite a challenge finding anything worthy of a photograph from those sessions.
